As we head into fall, I want to take a moment to thank each of you for your continued involvement in our Rental Owners Association and for the work you do every day to provide and maintain quality rental housing in our communities.
Being a rental property owner in Oregon continues to require us to stay informed, adaptable, and engaged. Between rising operating costs, maintenance demands, changing tenant expectations, and an ever-evolving regulatory environment, there is rarely a shortage of issues competing for our attention.
This year has been no exception. Oregon lawmakers passed more than 50 new laws during the legislative session earlier this year, with several changes directly affecting rental housing providers.
Among those changes, House Bill 4123 places new restrictions on landlords disclosing certain confidential tenant information, including immigration status, Social Security numbers, and medical or disability records. Senate Bill 1523 addresses how tenants may pay rent, requiring landlords to provide alternatives to mandatory digital or online payment portals and to accept checks or other commercially reasonable payment methods.
These are important reminders that the responsibilities of rental ownership extend well beyond maintaining our properties. Keeping up with changes in state law and understanding how they affect our day-to-day operations has become an increasingly important part of what we do.
That is also one of the reasons our association matters. None of us should have to navigate every change alone. By staying connected, attending meetings, sharing experiences, and learning from knowledgeable professionals and one another, we can better understand new requirements and make thoughtful decisions about our rental operations.
As fall arrives, it is also time to prepare our properties for Oregon's wetter and colder months. Heating systems, roofs, gutters and drainage, exterior lighting, weatherization, and other preventive maintenance deserve our attention. The work we do now can protect our investments, provide a better experience for our residents, and help avoid costly surprises later in the season.
Most importantly, I want to thank our members. Whether you own a single rental home or manage a larger portfolio, your participation and perspective strengthen this organization. Our association is at its best when members are informed, involved, and willing to share what they have learned.
I encourage you to stay engaged with the association this fall and take advantage of the information, education, and connections available to you. With the pace of change in Oregon's rental housing environment, our collective knowledge and involvement are more valuable than ever.
